Lord Mountbatten on 27 August 1979

27 August 1979: Lord Mountbatten was assassinated by IRA bomb when he was on family fishing trip.
Lord Mountbatten formally resigned from the post of Governor General of India on 21st June 1948.
Lord Mountbatten was last Governor General of India, he served the office between 15 August 1947 – 21 June 1948. He was succeeded by Chakravarti Rajagopalachari in India and Muhammad Ali Jinnah as Governor General of Pakistan . Before becoming Governor General of India he served as Viceroy of India from 12 February 1947 – 15 August 1947. He was Preceded by The Viscount Wavell as Viceroy of India.


Louis Francis Albert Victor Nicholas Battenberg, known informally as Lord Mountbatten, born Prince Louis of Battenberg, was born on 25 June 1900 in Frogmore House, Windsor, Berkshire.
He studied from Christ's College, Cambridge and served the Royal Navy from 1913-1965, his profession was Admiral of the Fleet. His wife was Edwina Ashley and he had 2 daughters Patricia Knatchbull, 2nd Countess Mountbatten of Burma or Lady Pamela Hicks. He fought for World war I and World War II. His glorious services records were as First Sea Lord from 1955-1959 and Chief of the Defence Staff from 1959-1965.

He was honoured with many awards, order of the Knights and Order of Merit and finally Fellow of the Royal Society. After serving India as Viceroy and  Governor General of India he died on 27 August 1979 at the age 79. He was along with his grandson Nicholas and three other people  was murdered by the Provisional Irish Republican Army (IRA) who had planted a bomb in his fishing boat.

Indo-Pak 1965 war: The Role of Veterans
The war of 1965 ended with a rude shock for the Pakistan forces.  It can be easily deduced that this was the only war that Pakistan had half a decent chance at winning.  Especially so because the war was planned by Pakistan, started at its own initiative and according to a timeline chosen by Pakistan.  The military had convinced itself that after the 1962 misadventure of China, India will be on the back foot, and Pakistan would be able to take full advantage of this situation and create mayhem in Kashmir. In addition to an unsettled Kashmir, India was also facing Naga insurgency and Dravida separatism. So the Pakistan military had carefully put its plans in motion.


Pakistani tanks and other artillery was much more advance and superior to what India had. In the air, sidewinder missiles on F-86 Sabre as well as F-104 Starfighter gave Pakistan's Air Force a clear edge. India had no night-capable fighter/interceptors. This gave Pakistani bombers safer passage to Indian bases at night whereas Indian night bombers were unescorted and vulnerable to PAF defenders.

The Pakistan advent into Kutch, Gujrat was started somewhere during April 1965. The poor performance of India Airfoce here, as they did not want to engage in combat here, was misread by Pakistan as unwillingness to engage inn fight. This also increased the sense of confidence held by Bhutto and Ayub in going out for a full-fledged offensive.


The events at Kutch shook up the senior officials who got caught up in an all-out war with Pakistan. In the coming days, the armed forces were put on alert all across the border, and eventually the fears of the Indian armed forces turned out to be true. At the end of August, the Pakistan armed forces started Operation Grand Slam with their designs on taking over Akhnoor and the road leading to Kashmir. The battle didn’t begin very well for India. The Indian forces were not able to stop the Pakistani advances and very soon the opponent’s forces had reached Chaamb, Jammu and Kashmir. The Indian Air Force sent Squadron 45’s de Havilland Vampires to support the Army. But, on the evening of September 1, a Pakistani squadron of F-86 Sabres, led by their flying ace Sarfaraz Ahmed Rafiqui, shot down three Vampires. It was a huge blow to India.
Then on September 3rd, the Indian Air Force were able to con the Pakistani Sabres by sending ahead a decoy ahead of the Gnats. Since the Gnats are not so sensitive to radars, so they remained unseen till two Sabres got caught in the formation. The clever IAF pilots got behind one sabre and shot it down.  The Pakistani Air Force‘s illusion of being invincible received a big setback. A Vir Chakra was announced for the pilot which brought down the first Pakistani Sabre. The very next day, another gallant pilot of the Indian Air force shot down the second sabre, and another Vir Chakra was announced.
The Gnat fights of 1965 go down in history for several reasons. For the first time, three Vir Chakras were given for similar acts, gunning down Sabres. For the first time, two brothers got Vir Chakras for the same feat.
The gallantry of the Indian Air Force continued throughout the next few days and they were able to pull off some spectacular dogfights in the process.
It is actually the veterans that could stop the juggernaut of the Pakistani armed Force . The country gratefully remembers their resoluteness and sacrifices of Veterans. They gave their Today for the tomorrow of us . The gallantry of Abdul Hamid, Naushad Mohammed Khan, Lt Col Salim Caleb are now folk lore,
The legendary battle of Asal Uttar started on September 8 , 1965 when the 1 Armored Division of Pakistan with some 200 Patton tanks invaded Punjab. They made some initial progress too. It was in such a field that Abdul Hamid of 4 Grenadiers who was awarded PVC   for busting 3 Patton tanks only by himself. Hamid, however sacrificed his life on September 10 at the altar of our Motherland.
At the end of the battle that day Pakistan lost 97 of its tanks , 72 of which are Patton.
And all these were possible for the resolute contribution of our veterans  . We owe them our present and future

Annie Besant, (1 October 1847 – 20 September 1933) was a prominent British socialist, theosophist, writer and orator women's rights activist and supporter of Irish and Indian self-rule.


She was also Known as "Diamond Soul"
In 1890 Besant met Helena Blavatsky and over the next few years grew her interest in theosophy. She became a member of the Theosophical Society and started  lecturering on the subject. As part of her theosophy-related work, she travelled all over India. In 1898 she helped establish the Central Hindu College and in 1922 she helped establish the Hyderabad (Sind) National Collegiate Board in Mumbai, India. In 1902, she established the first overseas Lodge of the "International Order of Co-Freemasonry". Over the next few years she established lodges in many parts of the British Empire. In 1907 she became president of the Theosophical Society, whose international headquarters were in Adyar, Madras, (Chennai).

She became involved in active politics in India by joining the "Indian National Congress".  During World War I in 1914, she helped launch the "Home Rule League" to campaign for democracy in India and its prominent status within the Empire. This work of her led to be as president of the India National Congress in late 1917. In the late 1920s, She travelled to the United States with her protégé and adopted son Jiddu Krishnamurti. She claimed that Krishnamurti was the incarnation of Buddha, which he  later rejected in 1929. After the war, she continued to campaign rigorously for Indian independence and for the causes of theosophy, until her death in 1933.

She is widely regarded as the "modern Meera" She was born in Farrukhabad on 26th March 1907. She was recipient of Jnanpith Award, Padma Bhushan, Sahitya Akadem  Fellowship  and Padma Vibhushan. She died on 11 Sept 1987 in Allahabad.

Alvin Toffler

Alvin Toffler (born October 4, 1928) is an American writer and futurist. Best known for his works on digital revolution, communication revolution and technological polarisation.

Toffler was associate editor of Fortune magazine. In the beginning he focused on technology and its impact through effects like information overload. Then he moved on to examining the reactions and changes in the society. He later focused on the increasing power of 21st-century military hardware and the proliferation of new technologies, and capitalism.

He founded Toffler Associates, a management consulting company, and was a visiting scholar at the Russell Sage Foundation, visiting professor at Cornell University, faculty member of the New School for Social Research, a White House correspondent, an editor of Fortune magazine, and a business consultant.

Great Indian Personalities

Bal Gangadhar Tilak was a strong believer of Swaraj and his most famous words were "Swaraj is my birthright and I shall have it". He thought that Indians were superior to the British and should, therefore, not be slaves to the British. Through his books he tried to establish that the Rig Veda was older than the Europeans, and therefore Hinduism and in turn India was more older and therefore superior to the British.


The year 1857 is famous in Indian history as the year when India first revolted against the British rule. But in this same year, the British started the University of Calcutta (now called Kolkotta), the University of Bombay (now called Mumbai) and the University of Madras (now called Chennai) where British style higher education was imparted. After learning about great western thinkers, a lot of these young educated Indians desired for a free India.

Because of the prevalent caste system, more brahmins were the first to go to these universities. The Chitpavan Brahmins from the west coast of India were the ones in the forefront. Bal Gangadhar Tilak was one such Chitpavan Brahmin.

After his education, he and his friend Gopal Ganesh Agarkar started the Deccan Educational Society to encourage Indian youth  to study and know more about the world. Tilak felt that education would help uniting the Indian youth. He started the New English School and the Ferguson College at Poona for this.

He even made the Ganesh festival and the birth anniversary of Shivaji as a public festival to encourage the intermingling of people.

Through his newspapers (Kesari (Marathi) and Mahratta (English)) and speeches, he encouraged Indians to resist the wrongs perpetrated by the British. Tilak was very militant in his approach against the British. He used to advocate revolt and protest, even if the people had to go to prison.

When he joined the Indian Nation National Congress, his views were in opposition with that of Mahatma Gandhi's ahimsa. This led to the division in the Indian National Congress - The British charged him with provocating voilence and discontent and imprisoned him in Burma.

He was called by the British as "The Father of Indian Unrest". Gandhi called him the "Maker of Modern India” and Jawaharlal Nehru called him “The Father of the Indian Revolution”.

Contributions to the Freedom Struggle :
1. 1881 - Tilak started two weekly newspapers with Gopal Ganesh Agarkar
- "Kesari" newspaper was a Maharashtrian newspaper
- "Mahratta" newspaper was an English newspaper
The purpose of these newspapers was to keep the Indian youth informed about what was happening in the rest of India and the world. It was also a medium to get his thoughts and speeches across to a larger audience. The main aim though was to unite the youth by letting them know that the rest of India was also going up against the British.

2. 1884 - He started with Vishnushastry Chiplunkar and Gopal Ganesh Agarkar the "Deccan Education Society", to improve knowledge and education among the Indian youth. The Society started the following institutions at Poona  in 1885 :
- New English School for secondary education
- Fergusson College for higher secondary education

3. In the late 1880s he was involved with the cow protection movement to ban the eating of beef in India

4. 1890 - Tilak joined the Indian National Congress.

5. 1893 - He turned Ganesh festival into a public festival to get the hindus together.

6. 1895 -  Tilak founded the Shri Shivaji Fund Committee to start celebrating "Shiv Jayanti", the birth anniversary of Shivaji, the founder of the Maratha Empire. He also started the Shri Shivaji Raigad Smarak Mandal to collect money for reconstructing Shivaji's tomb at the Raigad Fort.

7. In the year 1905, when the British decided to partition Bengal, the Indians opposed it by starting the Swadeshi movement, where foreign goods were discarded and burnt. The movement encouraged the use of only  things made in India. During this time, Tilak demaded a tax of 10% on imports which could help encourage Indian enterprises. He also floated the idea for a common language across India to promote national unity.

8. 1907 - Tilak did not mind using force, when required, and was against Gandhi's Ahimsa (non-violence) and satyagraha. This created two groups in the congress which later split into two parts in 1907
- the group of extremists called "Garam Dal" led by Bal Gangadhar Tilak 
- the group of moderates "Naram Dal" was led by Gopalkrishna Gokhale

9. 1907 – After violence broke out is some parts of Maharashtra, Bal Gangadhar Tilak was charged by the British of sedition and inciting terrorism. He was defended by Muhammad Ali Jinnah, but lost his case and was imprisoned for six years at Mandalay, Burma (Myanmar).

10. When he came out of prison in 1914, he was weaker in health and spirit. He was more tolerant and tried to get the two factions of Indian National Congress together and failed.

11. He was also more tolerant of the British and was willing to settle for a Dominion status for India instead of full independence. (**a pronouncement by the Imperial Conference of 1926 described the dominions of Great Britain as “autonomous communities within the British Empire, equal in status, in no way subordinate one to another in any aspect of their domestic or external affairs, though united by a common allegiance to the Crown and freely associated as members of the British Commonwealthof Nations.” )

12. 1916 - Tilak formed the Lucknow Pact with Mohammed Ali Jinnah, which aimed for Hindu-Muslim in the nationalist struggle.

13. Between 1916 and 1918 he got together with Joseph Baptista, Muhammad Ali Jinnah, G. S. Khaparde, Sir S. Subramania Iyer and Annie Besant who was the leader of the Theosophical Society, to start a national alliance across India which would try to demand for the right of India to self govern within the British Empire.
The first league was started in Poona. They were successful for a few years, but then with the rise of Mahatma Gandhi, it was finally merged with the Indian National Congress in 1920 after the death of Tilak.

Books :
1893 - “The Orion”  Researches into the ancientness of the Rig Vedas to prove the superiority of Indians over the Europeans

1903 - The Arctic Home in the Vedas was a book about the inception of the Aryans. According to him, the Aryan were residents of the North pole. When the ice age ended around 8000 BC, they shifted to Europe and then to Asia and finally came to India.

1907 - "Geetarahasya" is a Marathi book that unravels the main secret that was explained in the Bhagvad Gita. According to Tilak the secret of the Bhagavat Gita was “Karmayog” or fulfilling one's duties without any expectations. It is also called “Srimad Bhagavadgita Rahasya”.

1. On 16th April 1853 Saturday around 3.35 pm when first Indian railway was flagged off it traveled 34 Km. At present The total distance covered by the 14,300 trains on the Indian Railways everyday, equals to three & half times the distance to the moon.

2.-The 1st train in India on 16th April 1853 carried as many as 400 passengers in its 14 coaches on its debut run. Now Indian Railways carries over 13 million passengers & 1.3 million tones of freight everyday It runs about 14,300 trains daily.

3. The First train was hauled by three engines -- Sindh, Sahib and Sultan, the Steam Locomotives. At Present Most powerful locomotive is Electric locomotive WAG-9. The 6,350 horsepower beast, which is homed at Gomoh, Ajni, Lallaguda, Tughlakabad and Bhilai. Modified version of WAG-9 is named WAP 7. It is capable of hauling 24 coach trains at speeds ranging between 140 and 160 km per hour. Now we have Solar power run trains as well.

4. The Tents were erected at Thane station for welcome of the maiden journey of Indian railways. At present India has almost 7,500 railway stations, and many are equipped with sophisticated amenities for passengers.

5.The Great Indian Peninsula Railway was the 1st railway company of India. Now India Government is sole owner of the Indian Railways. Pre-Independence, about 42 Railway companies were operated in India.

6. The Great Indian Peninsula Railway had ordered a set of 8 locomotives from Vulcan Foundry, England, in the beginning of the railways operations in India. but now India is home for many kinds of Locomotives, ie., Electric Locomotives are manufactured at Chittaranjan Locomotive Works, Chittaranjan and Diesel Locomotives are manufactured in Varanasi. Yet soon India is going to get the first Bullet train from Japan.


7. Electric Trains : First Electric coach ran on the 3rd February 1925 between Bombay VT and Kurla stations. The First Diesel Locomotive from ALCO was imported in 1962 but from 1964 onwards Diesel Locomotives has been manufactured in India by the Diesel Locomotive Works (DLW), Varanasi.

8.  Air Cooling : Air Cooling was first introduced in 1st class coaches in 1874 in Great Indian Peninsular Railway. At present there are 10 types of classes is in the Indian Railways from AC 1class to unreserved coaches.

9. India's First Luxury train is Palace on Wheels. Indians were not allowed to board the Palace on Wheels luxury train for quite a while when it was 1st launched on Republic Day of 1982. Now Indian Railways have 5 types of most amazing luxury trains.

10.Comforts on wheels: Toilets on trains were first introduced in 1891 in 1st class and in 1909 in lower classes. Now some of the trains are equipped with most advanced toilet systems.

11. First Railroad : The first railroad was constructed by two Indians (Jamsetjee  Jeejeebhoy and Jaganath Shunkerseth) and not the British. Jaganath Shunkerseth was one of the 10 Directors of The Great Indian Peninsula Railway. On 18th Nov 1952 few Engineers and 10 directors of the Great Indian Peninsula Railway company had a test run of the 1st rail.

12. Oldest Working Locomotive : Indian Railways still has the oldest preserved locomotive in working  order, the Fairy Queen which was made way back in 1855. It is the oldest functioning steam engine in the world. But The manufacture of steam locomotives in the country was stopped in 1972.

Great Indian Woman

Madam Bhikhaji Rustom Cama was born on 24 September 1861 in Mumbai as Bhikai Sorab Patel in a wealthy, large Parsi family. Her parents were Sorabji Framji Patel (father) and Jaijibai Sorabji Patel (mother). Her father, Sorabji was a notable lawyer by training and a merchant by profession who was a prominent member of the Parsi community.

Most Parsi girls living in Mumbai during the colonial rule went to the same school as Bhikhaiji, called Alexandra Native Girl's English Institution. She was an excellent, disciplined and hardworking student who enjoyed learning new languages.

On 3rd of August 1885, she married Rustom Cama, a wealthy British lawyer who was keen on entering politics. The marriage was a short and unhappy one, because of this Bhikaji preferred to involve herself in philanthropic activities.

In the year 1896, Bombay was hit first by a famine, and soon thereafter by bubonic plague. Bhikhaji volunteered to assist the Grant Medical College to provide care for the afflicted, and to vaccinate the healthy. She later contracted the plague herself, but survived and had to leave for Britain for medical care in 1901.


She was going to return to India in 1908, when she met Shyamji Krishna Varma. He was a popular figure and gave motivational speeches in Hyde Park. Through him, she met Dadabhai Naoroji, then president of the British Committee of the Indian National Congress, and for whom she came to work as private secretary. Together with Singh Rewabhai Rana and Naoroji, Bhikaji supported the establishment of Varma's Indian Home Rule Society in 1905. In London, she was given a choice that if she wanted to return to India, she would have to sign a treaty that would prevent her from participating in nationalist activities, Cama refused.
Bhikaji decided to move to France that year where she along with Singh Rewabhai Rana and Munchershah Burjorji Godrej co-founded the Paris Indian Society. Together with other prominent  members of the Indian movement who were exiled, Cama wrote  Bande Mataram ( wrote in response to the Crown banning the original poem Vande Mataram) and later Madan's Talwar (in response to Madan Lal Dhingra’s execution)published in the Netherlands and Switzerland. These writings were smuggled weekly into India through the French colony of Pondicherry.

When Bhikaji Cama was in Paris (France) she happened to come across a number of remarkable leaders of the Indian Nationalist Movement. Bhikaji along with other leaders had secretly published and circulated the revolutionary articles for the Nationalist Movement in Holland. The British Rule had her books extradited, but the French Government did not allow and refused to cooperate. In response to this, the Britishers seized Madame Cama's legacy.

Bhikaji was an influential orator and her strong attacks on the British made her a target and several attempts were made to assassinate her. She moved to France in her early year and continued her fight against the British rule in India. She wrote many books on Indian revolutions and imported journals and articles from Germany and France on Indian revolutionaries. She wrote a book on India's first revolt for Independence (1857) was banned even before its publication. But the book managed to come out through underground channels and it was reprinted and distributed by great freedom fighters like Bhagat Singh and Subhashchandra Bose. During the First World War, she persuaded Indian soldiers to not fight for the British who have enslaved their homeland. She was immediately declared as a persona non grata and was ordered to return to India. Bhikhaiji bravely ignored and defied it, becoming nation’s pride and role model for revolutionaries in several countries like China, Turkey and Ireland.

Bhikhaji Cama being a true patriot wanted to spend her last years in her beloved India. She finally reached Bombay after 34 years of hectic campaigns for India, but unfortunately she had to be moved to the hospital after arriving to Mumbai. The brave and heroic revolutionary breathed her last on August 13, 1936 at the age of 75.

Legacies- 
•    Bhikhaji Cama donated most of her personal possessions to the Avabai Petit Orphanage for girls, which later on established a trust in her name.
•    She also gave Rs. 54,000 (1936: £39,300; $157,200) to her family's temple, the Framji Nusserwanjee Patel Agiary in South Bombay.
•    There are several Indian cities have streets and places named after Madame Bhikhaji Cama, or just simply Madame Cama as she is famously known. On 26th January 1962, it was India’s 11th Republic Day, and to commemorate the day, the Indian Posts and Telegraphs Department issued an honouring stamp.

Goods and Service Tax

GST in India

GST (Goods and Service Tax) is a destination based tax that is applied at the point of supply/ sale of both goods and services. In many countries it is called VAT (Value-Added-Tax).  In the current tax scenario in India, Sales Tax is a Value Added Tax. 

GST will be a comprehensive tax that would be applied on the production, sale and consumption of both goods and services.

India currently has a wide variety of indirect taxes (i.e., tax that is levied on goods and services rather than on income or profits ) that are
- governed by different laws
- managed/ collected by different authorities
- applicable at different points in the manufacturing to sale cycle
- some are Central Government applied and some are applied by the State Government


With GST, the Government plans to  absorb the following currently applicable taxes  into one simplified tax  - GST:




The following taxes will continue as there is no agreement between the State and Central Governments.
- Purchase tax
- Stamp Duty
- Vehicle Tax
- Electricity Duty
- Entry taxes like octroi, etc
- Levies - petroleum products
- Levies - alcoholic products
- Taxes on betting and lottery
- Basic customs duty
- safeguard duties that are levied on import of goods into India
- Entry taxes that are levied by various municipalities and panchayats
- Entertainment tax
- Luxury tax


Features:
1. GST would be levied where the good/ service is supplied or sold. So,
   - as exports are made to a place outside India, exports will not be taxed under GST,
   - as the destination of imports is a place within India, imports would be taxed in the same manner as domestic goods and services.

2. The GST has the following components in it
   - Central GST (CGST) – the revenue from this will go to the Center
   - State GST (SGST) – the revenue from this will go to the States
   - Integrated GST (IGST) – for Inter-State transactions within India. The Government at the Center will get the revenue for this tax
   - Additional GST of 1% will be levied by Center for Inter-State transactions. Since GST would be collected at the place where the goods/ services are supplied, the states where the goods/ services are manufactured stand to loose out on a lot of tax revenue. The revenue collected from this part of the GST would be assigned to the origin states so that they are partially compensated for their losses. The Government proposes to levy the additional GST for the first 2 years or for a period recommended by the GST Council. 

3. Since GST is a value added tax, it is applicable on the value that is added at each point in the supply chain. At the payment time, the tax payer can credit any GST that has been paid  earlier in the chain as follows (in the same order as mentioned):
   - IGST -> IGST, CGST and SGST
   - CGST -> CGST and IGST
   - SGST -> SGST and IGST

4. GST would comprehensively apply to both goods and services with no differentiation between taxable goods and taxable services. 

5. The exemptions on GST would be restricted to a minimum.

6. The tax has a common base with common rates (for both goods and services) and very similar rates (across States and between Centre and States)

7. The administrative power would be vested with a single authority.

8. A lower GST rate is proposed for items that are of basic importance. A standard GST rate is proposed for goods and services, in general. A special GST rate is proposed for precious metals, and for a list of exempted items.

9. The government has set up a GST committee under Arvind Subramanian (Chief-Economic-Adviser & Chairman of the Committee). On December 4, 2015, the committee came out with a report suggesting that the Revenue Neutral Rate (RNR) should be established between 15 % - 15.5% (for both Centre and State). The committee prefered that the rate should be 15%. RNR is the tax rate,  at which the current level of tax revenue can be maintained.

10. The periodical returns would have a common format for both Central and State GST authorities.

11. The number for taxpayer identification would be PAN-linked, having a total of 13 to 15 characters.

The process of Law:
Taxes in India are governed by the Constitution of India. Since Goods and Services Tax(GST) is a new tax proposed to replace a wide variety of existing taxes, an amendment is required to the Constitution of India. The current Government of India is trying to pass the 122nd Amendment Bill for replacing some of the current taxes with the new GST.  To pass the Amendment Bill, the following steps should be followed:

1. First, the Bill should be tabled-in and passed by the Lok Sabha (the the lower house of the Parliament). The Lok Sabha has already passed the Bill on May 6th, 2015. 

2. After the the Bill is passed by the Lok Sabha, it is sent to Rajya Sabha (the higher house of the Parliament). The Rajya Sabha has sent the Bill to a Select Committee for  recommendations on May 14, 2015. The Select Committee sent the reccomendation on Jul 22, 2015 approving all the clauses of the Bill, but subject to the following modifications:
   - For the purpose of levying the additional tax of 1% for inter-State supply, the term “supply” should mean only those supplies that are made for a consideration. It does not include branch transfers etc;
   - Compensation for the loss of revenue to the States because of GST should be given for at least a period of 5 years;
   - GST Council should have the power to suggest GST rates within a band while the GST law would define the band.

The Congress party has a majority in the Rajya Sabha and it would not pass the Bill  in the Winter Session of the Parliament because it had the following three demands: 
- there should be a cap on the tax rate at 18%
- remove 1%  inter-state tax
- create an independent process to settle any disputes/ disagreements in the GST Council.

The Government is negotiating with the Congress and the Prime Minster has met Sonia Gandhi and Manmohan Singh from the Congress to discuss their concerns.

The Government plans to get the Bill passed by the Rajya Sabha in the next session of the Parliament, which also happens to be the Budget Session. The Budget session may start in the second half of February.

For the Bill to be passed, it should get at the least two-third majority in the Rajya Sabha. 

3. After the Bill is passed by the Rajya Sabha, it should be ratified in the Assemblies of at least 15 States.

4. Only after this ratification, the President of India can give his permission to enact the Bill.

Within 60 days after getting the permission from the President, a  GST Council that is made up of representatives from both, the Central and State Governments, will be formed to draft
1. Goods & Service Tax laws

2. tax rates including floor rates with bands of goods & service tax

3. Place of Supply rules – GST is a destination tax and is applicable at the point of delivery/ sale. These rules will help determine
   - the supply location of goods or services
   - whether the supply is intra-state or inter-state.

Already reports made by the Joint Committee that was constituted by the Empowered Committee of State Finance Ministers on the business processes of payment, registration refund and returns under GST have been released and put in public domains for suggestions.

After the law and rules are made, the GST IT Network will be launched, that will allow for online
- registration,
- tax payment and
- return filing.

The States also have to simultaneously make their own GST Legislations for implementing the State level GST. The State Legislations should be in line with the Central GST Legislation.

If everything goes well, then the Government plans to introduce the tax from April 1st, 2016. Now, with the delay in Rajya Sabha, this date may also be delayed.


Impact of GST:

- GST is one of the most  biggest and important reforms of independent India. With GST, the entire Indirect tax structure of India would undergo a major rationalization which will make it simple.

- Since the number of applicable taxes are reduced, there could be a reduction in total tax payable, though the GST rate is high.

- Since tax is applied at the same rate irrespective of the source of the goods/ service, there could be a change in how the  supply chains would be designed/managed in the future.
